How Civic Infrastructure Review approaches scenario testing.

Purpose

The Civic Infrastructure Review has been developed to help users understand how multiple developments may interact when they rely on the same transport, healthcare and infrastructure systems.

Individual planning applications are often assessed separately. This tool explores the cumulative effects that may emerge when several developments are considered together.

Evidence Base

The Civic Infrastructure Review has been developed using information derived from publicly available planning documents, developer Transport Assessments, Department for Transport data, infrastructure evidence and healthcare planning information.

The transport elements are based on assumptions and information drawn from available development-related transport evidence, public highway datasets and corridor-level assessment material.

The healthcare element has been informed by input from a currently practising healthcare professional and reflects consideration of primary care infrastructure pressures associated with population growth.

The methodology brings together these evidence sources into a cumulative-impact framework designed to support scenario testing and public understanding.

The explorer does not replace the original source evidence, professional judgement, formal modelling or statutory assessment.

Transport Assumptions

Transport impacts are explored by applying development assumptions, dwelling numbers and indicative trip-generation rates to a corridor-level framework.

The aim is to show how additional traffic demand may increase pressure on constrained road corridors, junctions and strategic links.

Healthcare Assumptions

Healthcare pressure is explored by converting housing growth into indicative population growth and considering the potential implications for GP and primary care infrastructure.

This is intended to highlight where several developments may affect the same healthcare catchment or primary care system.

Flood Risk Assessment Tool

The Flood Impact Explorer has been developed to help users understand how multiple housing developments may influence runoff generation, drainage demand and cumulative flood-risk pressures across a catchment.

The tool uses publicly available planning information, indicative development assumptions, flood-risk evidence, drainage information, Environment Agency guidance and supporting technical documents where available.

The explorer allows users to test different development combinations, climate-change allowances, drainage conditions and infrastructure constraints to explore how cumulative effects may emerge over time.

The outputs are intended for public understanding and scenario testing. The tool is not a hydraulic model, Flood Risk Assessment, drainage strategy or engineering design.

Cumulative Impact Approach

A single development may appear manageable when assessed in isolation. Several developments can combine to create wider pressure on the same infrastructure system.

The explorer is designed to help users test those combined effects rather than viewing each proposal separately.

Custom Development Scenarios

Where a proposal is not already included in the baseline assumptions, users can use the custom development function to test additional dwellings or new scenarios.

This allows the tool to remain useful as new proposals emerge or as users wish to test alternative assumptions.

Limitations

The explorer is not a substitute for professional transport modelling, healthcare capacity assessment or planning advice.

Outputs should be treated as indicative and checked against relevant evidence and professional judgement.
